
PITTSBURGH (PTTP) – Pennsylvania’s “Bell-to-Bell” bill passed the PA Senate on Tuesday, Feb. 2, 2026.
The bipartisan legislation would prohibit phone use in PA public schools for the full school day. Pennsylvania would be following the over 20 other states with bans or restrictions on phones in schools.
While some believe that a full ban is unnecessary or that restrictions should differ based on age group, the bill is largely supported by teachers across the state. Additionally, the largest PA teacher’s union, the Pennsylvania State Education Association, has publicly endorsed a phone ban.
Legislators believe a ban would encourage student creativity and academic achievement by limiting distractions. Exceptions would be available for individuals with medical accommodations, those using phones for translation, approved instructional activities, and one-day events, like a field trip. School districts are tasked with implementation and enforcement.
Governor Josh Shapiro has publicly supported a ban and recently urged the PA General Assembly to come to an agreement and pass the legislation.
Nonetheless, the bill must still undergo discussion and another vote in the House before it can reach the Governor’s desk. On Wednesday, Feb. 4, the “Bell-to-Bell” bill was directed to the PA House Education Committee.
